Dr Stagg is a Scottish meteorologist and Chief Meteorological Officer for the Allied countries during WWII. He is a Group Captain in the RAF but he has never been anywhere near an airplane. As a result, he wears an ill-fitting RAF uniform. This is an honorary position only
